It's 1:00 pm...

Today I surfed some smaller waves, but with beautiful glassy conditions. I discussed a method of creating sandbars conducive to wave riding using a dredge type machine but with the outflow directed inward towards the beach from beyond the breakers. This would create a deep spot where a channel would help the waves peel as opposed to "closing out". One gentleman listening scoffed at the idea saying that this would be too costly and besides the permits required, especially in the State of California, is an insurmountable hurdle. Perhaps, utilizing blockchain technology we could crowd source like-minded folks to bootstrap the idea? Any thoughts?

Blockchain technology may be contributive to any kind of idea :-)
Yet, in this case you may rather find some more local surfers that would be wanting to support the idea, since these would be the ones that could mainly benefit. Don't you think?
About how much money are we talking?
