Does picture really paint a thousand word or vice versa?

There is this saying a picture paints a thousand word but is it always the case? Can words form part of a jigsaw puzzle? But oh well saying this is akin to asking which comes first, the chicken or the egg? Guess i"ll never get an answer and shall leave it as that.
