Color challenge: Friday confused blue

I captured this photo because it puzzled me. Why was there a bench on top of this hill? Why was it painted blue? Who paint it? Why did they stop halfway through?

If it was an act of valadism, its pretty pathetic :p
If it wasnt I dont know if that makes it better.

Life is full of small mysterys and we will never now all the answers. Including this bench.
