I use lightroom to edit my photos, and photoshop when I need too. For this image, photoshop is not required.

1) Light settings

I start with the light settings. I bring the shadows and the blacks up so we can see the sky details (with clouds and even some stars) and the hill better.

2) Color settings

I want to give this image a bluish tone, so I bring down the color temperature. But I want the Lighthouse stripes to be red, so I drop the orange color down to a reddish color.

3) Finishing

I use the radial gradient tool to bring the lighthouse's lights up and to cover the yellow light from the street lights.

Final result :
