If you took over philakone account, then you know his e-mail address. To give him his account back it's as simple as changing back the e-mail to the original one, so he can use the forgot password function and get it back...
Oh I see that steemit has no "forgot password" function... nevertheless you could have restored the e-mail address and send him the new password. Why didn't you do that is up for debate...

Maybe you can post why the heck philakone didn't get back his account and had to create a new one. This is unbelievable. It should've been as easy as change back the email to philakone's email and send him a mail with the current password. Why didn't you do that?
