When you're in a debate, a discussion, or start talking to other people associated with the problems they've got, a tough chick will be more elegant and authoritative when speaking. The purpose of degrading the sound is so that opinions can be heard by others, and they give emphasis to any important words spoken so that others can understand the solution and the roots of these problems.
