There's a story in the news about Paul Ryan enforcing the dress code of the House of representatives. It's being covered inaccurately.

I think the issue here isn’t a legal one.
I think it’s personal.
Paul Ryan obviously has a shoulder fetish.

When he sees a lady’s bare shoulders, he can’t help but pitch a tent in his expensive tailored suit pants, and since you pay his dry cleaning bill, it’s in your best interest that he not splooge.
We don’t need an enforced set of rules for conduct.
All Paul has to do is admit his kink, and I’m sure all the ladies will be happy to put on a blazer to keep his stiffy from knocking the podium over.
Nobody wants to see that.

If he could just ask nicely, none of us would be having this problem,
But at present, whenever the first daughter walks in,
