How I refused to receive. (The History of a Russian Pastafarian)

I am 45 years old. And this means that it is time to change the passport. And, although I'm doing this with an inadmissible law delay, it's my duty to replace him. A Russian citizen can not live in Russia without a document proving his identity.
I turned to the Federal Migration Service of the glorious city of Kamenka, Penza Province. Well, that's what happened, it was there. Appealed through the portal "State Service". And, having appeared at the Federal Migration Service, he was refused. Why? Just officials decided to interpret the law in their own way.
I am a pastaarian. Our traditional religious headgear - colander and pirate cocked hat. Triangles, unfortunately, I do not. Yes, and it would cover the upper part of the face oval, which by law is inadmissible in photographs for documents. Another thing is a colander! It can be slightly pushed back and opened face completely for photographing. Which I did.
This photo in electronic form I attached to the application in the State Services. And it was accepted, which I received from the site by e-mail. It would seem that everything is in order. Come and get a brand new passport. It was not there!
Today, when I arrived at 9:00 (to the very opening of the FMS), I found out that I had been refused. My documents were not accepted. However, the refusal I refused to give in writing was not hurried. Guess how much time I had to wait if the FMS office is open until 18:00? But they did not guess! Longer. For 7 minutes. Refusal to me have handed over only at 18:07. All this time I had to wait for him.
What a miracle I did not turn into waiting with a colander on my head, I do not even know. Should have been transformed. Maybe it did not happen thanks to the warm friendly atmosphere that surrounded me all this day. Kamensk police officers and employees of the Federal Migration Service Agency are extremely pleasant, educated and sympathetic people. While the legal department in Penza was preparing me a written refusal to a full page, the employees of the Department of Internal Affairs of Kamenka sympathized with me and helped me pass the time. Dozens of policemen photographed me, dozens were photographed with me. I continuously responded to their inquisitive questions about pastafarianism. One policeman became interested in gas stations. When I opened the text of the filling station on my mobile phone and gave it to him, he read them very thoughtfully and found illogicalities, which is logical: every religion, for some reason unknown to me, contains illogicalities. I do not know what it's all about, but it's true. After thinking, he recognized this fact.
I did not die of hunger due to the care of the employees of the Federal Migration Service. One of them, introduced by Natalia, fed me gingerbread. And the headmistress, Olga Konstantinovna Kiryukhina, treated her to tea with chocolate sweets Dove. The inscriptions on the inside of the wrappers also supported my spirit. At the end of the working day, Penza lawyers nevertheless deigned to send the text of the refusal. Olga Konstantinovna invited me to the office to the head of the OMVD, Oleg Ivanovich Rezanov. They asked several questions, received several answers and decided to refuse. Despite the reasons given and the quoted letters of the law. Well. I will appeal.
