Wow, you understand the complex NC and ogame but this one stumps you, lol.
Anyway orbs bought gives the owners a certain percentage of possibility to get a legendary (legendary orbs) and gold (alchemy orbs) cards.
DEC is a kind of in game evaluation of cards which your cards can be converted to and later exchanged for Steem instead of selling the cards in the market which could be slower but the price is usually a bit lower in DEC. DEC can also be achieved when playing by converting a percentage of the losers used in the battle.
