I don't see STEEM as a scam. Even if it fails (I don't think it will) then it still isn't a scam. Sometimes ventures don't work out, that don't mean those ventures are scams.
As for the price, I have no clue where we will end up if BTC crashes again. I joined when we at $3 - $3.50 for STEEM and seen a low of 0.24 cents so slowly moving back up seems like healthy growth to me.
Dear @rentmoney, did you see ROI of Steem? Even from the beginning, It Is minus and we are not talking from 2018 but from 2016!!

ROI would be different for everyone. Some didn't invest a penny but have some STEEM.
When I say Success I don't mean the financial value of STEEM, that is just one aspect of success. The Steem price could dip or crash but also keep its community / gaming success its experiencing.
