Valve has developed Team Fortress 2 in 2007, widely regarded as the first shooter based on heroes.
Hi-Rez Studios developed and published Global Agenda in 2010 (development began in 2005). The main inspirations of Global Agenda were City of Heros, Team Fortress 2, and Tribes. Paladins began in late 2013 as a restart of Global Agenda PvP.
Overwatch was announced by the blizzard at the end of 2014 and released 2016.
So it can not be a copy of overwatch...
