I'm sorry to hear that your friend has lost their password, there are a number of warnings given when signing up that if lost, you will be unable to recover it.
All is not lost, if the password is stored in their browser this can be recovered.
Fingers crossed that it is, otherwise they will have to consider starting a new account.
I think violate terms of service and it voids payouts if you use the same cellphone number if they even allow you to sign up !
Maybe it does, but if they are able to see that the other account remains untouched I don't see why there would be an issue.
It costs to set up a new account on the blockchain, but provided the remaining balance of the old account is around 1 Steem as a minimum then technically there is no loss.
There are many heavily invested users here with multiple accounts that are all active, so couldn't imagine it being set in stone.
You can also buy anonymous accounts if you're concerned about the cell phone number voiding payouts.
