The Regional Disaster Management Agency (BPBD) is a non-departmental government agency that carries out disaster management tasks in both provincial and regency / municipality areas based on the policies set by the National Disaster Management Agency (Badan Nasional Penanggulangan Bencana). The BPBD was established under Presidential Regulation No. 8/2008, replacing the Disaster Management Coordination Unit (Satkorlak) at the Provincial level and Disaster Management Implementation Unit (Satlak PB) at the District / City level, both of which were established under Presidential Regulation No. 83/2005.

Main Duty & Function BPBD

Job and function

BPBD is an element supporting the duties of the Regent in the implementation of Regional Government in the field of disaster management, led by a Head of Agency who is under and responsible to the Bupati.

BPBD as mentioned above, has the duty:

establishing guidelines and directives on disaster management efforts that include disaster prevention, emergency response, rehabilitation and reconstruction in a fair and equitable way;
stipulate standardization, as well as the need for disaster management in accordance with the Laws and Regulations;
prepare, establish and inform disaster-prone maps;
prepare and establish permanent procedures for disaster management;
reporting the implementation of disaster management to the Regional Head once every month under normal conditions and at all times in a state of emergency;
controlling the collection and distribution of money and goods, and accounting for its use;
accountable for the use of the budget received from the Regional Revenue and Expenditure Budget; and
perform other obligations in accordance with the Laws and Regulations.
In carrying out the tasks as mentioned above, BPBD has a function:

formulation and determination of disaster management policies and the handling of refugees by acting quickly and appropriately, effectively and efficiently;
coordinating the implementation of disaster management activities in a planned, integrated and comprehensive manner;
the implementation of other duties given by the Regent in accordance with the duties and functions.
Organizational structure

  1. The organizational structure of BPBD, consisting of:

Head;
Steering elements;
Executive Elements.

  1. Head of BPBD as ex-officio is held by the Regional Secretary.

  2. Steering elements of BPBD, consisting of:

Relevant agencies;
Professionals / experts.

  1. Steering elements shall be further stipulated by a Regent's Regulation.

  2. Implementing Element of BPBD, consisting of:

Chief Implementer;
Secretariat;
Prevention and Preparedness Section;
Emergency and Logistics Section;
Section of Rehabilitation and Reconstruction;
Functional Position Group.

  1. The Executive Element of BPBD is headed by an Chief Executive who assists the Head of BPBD in the day-to-day implementation of BPBD tasks, and has the task of implementing integrated disaster management including pre-disaster, emergency response and post disaster, under and responsible to the Head of BPBD .

  2. The implementing element of BPBD has functions:

coordination with other regional apparatus units in the region, vertical agencies in the region, business entities and / or other parties required in the pre-disaster and post-disaster phase;
through the mobilization of human resources, equipment, logistics from other regional apparatus units, vertical agencies in the region, as well as other measures required for disaster relief;
implementation in a coordinated and integrated manner with other regional apparatus units in the region, vertical agencies in the region with due observance of disaster management policies and the provisions of the Laws and Regulations.

  1. The Secretariat is chaired by a Head of Secretariat who is under and responsible to the Chief Executive.

  2. Each Section is led by a Section Head who is under and responsible to the Chief Executive.

Dasar Hukum

Peraturan Daerah Kabupaten Karanganyar Nomor 8 Tahun 2011 tentang Organisasi dan Tata Kerja Badan Penanggulangan Bencana Daerah Kapubaten Karanganyar.

Tugas dan Fungsi

BPBD merupakan unsur pendukung tugas Bupati dalam penyelenggaran Pemerintahan Daerah di bidang penanggulangan bencana, yang dipimpin oleh seorang Kepala Badan yang berada di bawah dan bertanggung jawab kepada Bupati.

BPBD sebagaimana dimaksud diatas, mempunyai tugas :

menetapkan pedoman dan pengarahan terhadap usaha penanggulangan bencana yang mencakup pencegahan bencana, penanganan darurat, rehabilitasi, serta rekonstruksi secara adil dan setara;
menetapkan standarisasi, serta kebutuhan penyelenggaraan penanggulangan bencana berdasarkan Peraturan Perundang-undangan;
menyusun, menetapkan dan menginformasikan peta rawan bencana,
menyusun dan menetapkan prosedur tetap penanganan bencana;
melaporkan penyelenggaraan penanggulangan bencana kepada Kepala Daerah setiap bulan sekali dalam kondisi normal dan setiap saat dalam kondisi darurat bencana;
mengendalikan pengumpulan dan penyaluran uang dan barang, serta mempertanggungjawabkan penggunaannya;
mempertanggungjawabkan penggunaan anggaran yang diterima dari Anggaran Pendapatan dan Belanja Daerah; dan
melaksanakan kewajiban lain sesuai dengan Peraturan Perundang-undangan.
Dalam menyelenggarakan tugas sebagaimana dimaksud diatas, BPBD mempunyai fungsi :

perumusan dan penetapan kebijakan penanggulangan bencana dan penanganan pengungsi dengan bertindak cepat dan tepat, efektif dan efisien;
pengkoordinasian pelaksanaan kegiatan penanggulangan bencana secara terencana, terpadu dan menyeluruh;
pelaksanaan tugas lain yang diberikan oleh Bupati sesuai dengan tugas dan fungsinya.
Struktur Organisasi

  1. Susunan organisasi BPBD, terdiri atas :

Kepala;
Unsur Pengarah;
Unsur Pelaksana.

  1. Kepala BPBD sebagaimana secara ex-officio dijabat oleh Sekretaris Daerah.

  2. Unsur Pengarah BPBD, terdiri dari :

Instansi terkait;
Tenaga Profesional/ahli.

  1. Unsur Pengarah diatur lebih lanjut dengan Peraturan Bupati.

  2. Unsur Pelaksana BPBD, terdiri dari :

Kepala Pelaksana;
Sekretariat;
Seksi Pencegahan dan Kesiapsiagaan;
Seksi Kedaruratan dan Logistik;
Seksi Rehabilitasi dan Rekonstruksi;
Kelompok Jabatan Fungsional.

  1. Unsur Pelaksana BPBD dipimpin oleh seorang Kepala Pelaksana yang membantu Kepala BPBD dalam penyelenggaraan tugas BPBD sehari-hari, dan mempunyai tugas melaksanakan penanggulangan bencana secara terintegrasi meliputi pra-bencana, tanggap darurat dan pasca bencana, yang berada di bawah dan bertanggungjawab kepada Kepala BPBD.

  2. Unsur Pelaksana BPBD mempunyai fungsi :

pengkoordinasian dengan satuan kerja perangkat daerah lainnya di daerah, instansi vertikal yang ada di daerah, lembaga usaha dan/atau pihak lain yang diperlukan pada tahap pra-bencana dan pasca bencana,
pengkomandoan melalui pengerahan sumber daya manusia, peralatan, logistik dari satuan kerja perangkat daerah lainnya, instansi vertikal yang ada di daerah, serta langkah-langkah lain yang diperlukan dalam rangka penanganan darurat bencana;
pelaksanaan secara terkoordinasi dan terintegrasi dengan satuan kerja perangkat daerah lainnya di daerah, instansi vertikal yang ada di daerah dengan memperhatikan kebijakan penyelenggaraan penanggulangan bencana dan ketentuan Peraturan Perundang-undangan.

  1. Sekretariat dipimpin oleh seorang Kepala Sekretariat yang berada di bawah dan bertanggung jawab kepada Kepala Pelaksana.

  2. Masing-masing Seksi dipimpin oleh seorang Kepala Seksi yang berada di bawah dan bertanggung jawab kepada Kepala Pelaksana.
