Well Ned isn't officially gone he is just completely out of the limelight.
Check the tags EIP and HF21 for posts and the changes.
There have been hundreds of posts about it.
We have 50/50 curation/author rewards, a downvote pool and a slight curve. As well as a Community driven fund for development or marketing activities.
Mostly we have everyone realizing some things need to be done differently.
