Regarding US defensive spending (a total misnomer, I agree) most of that spending is on actually conducting warfare, rather than research.
Not a lot of warfare being conducted by China atm. Prolly a lot higher percentage of their spending is on research. That may not matter much, but it's an issue.

I think its also realistic to prepare for a confrontation . Thats just being realistic .
