Business insiders said this operation was actually the "regulatory arbitrage." Recently, China, the United States and some countries have had strict regulations on ICO, but those countries with low level regulations could not only obtain a relatively relaxed fund-raising environment (including fund-raising targets were not limited to the scope of investor compliance), but also could use local supporting policies to expand the blockchain application scenarios.
