With this proposal everything changes, now platforms should ensure that content that has copyright is not illegally uploaded.

It not only affects the EU, but the whole world. The inhabitants of the EU would be isolated from the content of thousands and millions of foreign creators.

There would no longer be memes, we could only upload the ones created by us, including the photos. Es una propuesta de directiva que, junto a otras, forma parte de una reforma en la normativa de la Directiva de la Unión Europea que regula el uso de los derechos de autor en Internet.

Fue votada a favor en septiembre de este año. Obtuvo 366 votos a favor y 297 en contra.
Todavía quedan negociaciones. La decisión final será votada entre enero y abril de 2019. Esa será la fecha en la que se decidirá cómo será el Internet en Europa.

Se suele relacionar con YouTube ya que es una de las plataformas más grandes y consumidas a nivel mundial, pero, no solo afecta a YouTube sino que afecta a todo tipo de redes sociales y plataformas, entre ellas Steemit.

Ahora hay filtros de detección que permiten reclamar a los autores los derechos de autor. Si hay alguna infracción, la responsabilidad recae sobre el usuario que sube el contenido.
Con esta propuesta todo cambia, ahora las plataformas tendrían que asegurar que no se suba de forma ilegal contenido que tiene derechos de autor.

¿Qué sucedería si las plataformas aplicaran los filtros?

En general, limitaría los contenidos.

No solo afecta a la UE, sino que a todo el mundo. Los habitantes de la UE quedarían aislados del contenido de miles y millones de creadores extranjeros.
Mientras, a los creadores se les bloquearía el contenido, es decir, su material se visualizaría en todo el mundo excepto en UE.
Esto haría que grandes y pequeños creadores de contenido perdieran mucha audiencia.

Ya no habría memes, solo podríamos subir los que están creados por nosotr@s mism@s incluidas las fotos. No podríamos posturear en redes sobre nuestro móvil, libro, muñeco de colección nuevo... , ya que está registrado bajo una marca que cuenta con derechos de autor. No habría remixes de canciones o covers. Y así con muchas otras cosas.

¿Qué podemos hacer?

La verdad, no mucho.
Pero, hay una iniciativa pública que intenta hacerlos reflexionar. Se trata de SaveYourInternet.eu ó #DeleteArt13, que cuentan con el apoyo de muchas grandes empresas como YouTube, Google, Facebook, entre otros.

Pero el Art. 13 no viene solo. Está acompañado con el controversial Art. 11.

¿Qué es el Art. 11?

Es otro artículo que impone un "impuesto de enlace". Se trata de una tarifa que tendrían que pagar las webs/usuarios si comparten enlaces a artículos de noticias o usan cierto tipo de contenido.

Conclusión

---

Espero que nada se apruebe. Nos quedaríamos "aislados", la originalidad y la libertad de expresarnos y hacer lo que nos gusta se vería limitada y eso es lo contrario a lo que la sociedad está buscando y encontrando poco a poco. Sería dar un paso atrás. Hay que regular el tema de los derechos de autor pero no tan radicalmente.

Cabe recalcar que es una propuesta directiva, por lo que no se aplicaría igual en los diferentes países de la UE.
