I know that I've seen Tom DeLonge talk to Joe Rogan about this on his youtube blog JoeRoganExperience. He was talking about how all of the information being released at once would cause an uproar of panic and that he is working with people who have classified clearance to try to disseminate the information in a way that won't have people running to the streets and rioting about some kind of doomsday scenario.
