This was the FBI's forensics division doing research into the possibilities of DNA identification from previously unusable material. In order to test the procedure they went for the oldest sample they could find. A mummy fit perfectly.
It's actually a pretty cool breakthrough and a far better use of taxpayer money than $42k cones of silence or giving the layabout class more tax breaks.
