How about we stop allowing the state to legally rob people instead of acting like robbing people for charity makes it acceptable? This is not revolutionary in any sense of the word, its the same tired old state tactic of forcing people to do generally accepted things that would have properly functioning incentive structures if they would just get their gruby hands out of everyones business. People act like people aren't interested in being charitable while ignoring the fact that basically everyone supports forcing other people to be charitble, its absolutely absurd. Maybe if we stopped pissing away stollen resources on ungrateful government leeches, people would have the means and the motive to be charitable on their own accord in ways that are actually worthwhile and meaningful, to people who would have a real reason to be grateful and respectful.
Another classic example of a state solution creating its own problem. The State creating justification for its own existence.
