This is good imo. While I disagree with the idea of penalizing people for traveling at whatever velocity that they are comfortable with, as long as there is no injured party from their doing so, offering the choice to the individual who has been fined as to how those funds are allocated is a good alternative to the current system. Removing the incentive of policing for profit will benefit everyone overall.
