Is there never any other form of "help"?

It's quite astonishing to read this morning, that the SA Government is considering a "bailout" for Zimbabwe - not the first time by a long shot - over the years South Africa has spent Billions of Rands keeping the regime afloat. This of course, happening in context of South Africa's own economic woes. Why is there never any other kind of "help", than to finance the continued disastrous rule of ZANU-PF and it's economically toxic ideology?

But let's leave aside for a moment the fact that we all know this will be a gigantic waste of money in the long run, unless drastic economic (and ideological) reforms take place. Maybe the question needs to be asked: "At what point does a 'rescuer' turn into an accomplice?". In fact, why are the headlines on this story I'm reading this morning, not more along the lines of "SA Government considering helping ZANU-PF stay in power (again) to oppress and loot Zimbabwe"? 

Will this be "helping", or is this complicity in a humanitarian crime of massive proportions?

Maybe it's also time Zimbabweans start thinking about a future where perhaps you start all over, and build a new government with"international observers", and "allies" helping to negotiate something new for Zimbabwe - Do you really want someone like the South African government, who helped keep this Zimbabweans regime in power for a very long time, to be a part of this process? Do you want the South African government, who are now moving to do exactly the same as the government that got you into this crisis, to be a part of your new "solution"? 

Do you want an accomplice, to negotiate your rescue?

Update:

The DA has threatened to approach the ICC if Ramaphosa fails to 'intervene directly" in Zimbabwe crisis.

- This may have a much more positive effect than further funding Zanu-PF, but will it ever happen? Cyril's ideology seems identical, so doubtful.
