Russia behind the cyber attack latest week?

I was reading the news section of nu.nl and I read that the homeland Security Service of Ukraine, the SBU said that Russian security services were behind the major cyber attack last week.

According to the SBU, the same hackers attrackt the power net in Ukrain in 2016.

The goal of the latest attack would have been to destroy data and create panic. Ukraine was heavily hit by the attack.

The malware spread among other things through an update for accounting software from Ukraine.
Petya also met other countries, including the Netherlands and Russia. In the Netherlands, the systems of APM Terminals were intercepted after infection with the Petya malware.

According to Microsoft, less than 20,000 computers are infected with the malware. The WannaCry attack in May estimated that more than 10 times more systems were infected within one day.

But the only question still remains, why would Russia create and send malware around the globe. If they only want to attract the Ukraine.

lol there is thousand easier ways to destroy ukraine economy. but if russia really does that, how will they get the money that ukraine owes them for gas already? in nuland-cookies-coins?

I definitely don't think it was Russia because Russia was also attacked by the same cyber attack. Why would Russia want to attack itself? I think that is a valid question.
