I think Putin's "hypersonic toy" is a bit of bluster. Didn't he also recently say that he had a weapon capable of striking Mar-a-Lago?
That being said, I think the Western media sensationalizes anything Putin says/does. To understand Russia's view of global security, it's important to listen to Putin's "iconic" 2007 Munich speech - in it, he completely describes the dangers of a unipolar world ruled by a single superpower:
