In the last briefing, the Sheriff stated that he had body armor, which he wasn't wearing when he shot himself. Which goes to the theory that he was going to cause some sort of mayhem and then attempt to sneak out as a member of the SWAT team.

He was suggesting someone helped him get the guns up there and there is leaked information from Steve Wynn that someone let him use the service elevators. Nobody was in the room with him.
