Operation Northwoods
Operation Northwoods was a proposal made in March 1962 by Chairman of the Joint Chiefs of Staff Lyman Lemnitzer to create a pretext for a U.S. invasion of Cuba. The most distressing aspect of Operation Northwoods was a proposal to lay the groundwork for an invasion of Cuba by having covert forces conduct a terror campaign against anti-Castro refugees in the United States so that Fidel Castro would be blamed for it.
