I use it on my iPad to convert to URL and confirm it worked for me. Another thing if your photo is too big then it just may not work with the incorrect resolution I.e the photo is too big for Steemit to fit in the image window you could try cropping some photos make them slightly smaller if you have no luck with the app I've suggested
