Now your post. I love it. You pulled together key points and I have read the rules more than once and still need a refresher. Your explanation of hierarchy is great (it pulled together more information to enhance my understanding).

Your paragraph: "The city is a complete package of fun and goodies if you are active and following defined rules. Then this city is for you ;)" is perfect. I am amazed at the fun participants have there. I could never instill that on my own Server, but then considering who's city it is may explain it. That leadership that makes it all work comes through loud and clear.
