The icicle got so long that it touched the ground and froze to it. Then the car moved.
The problem with the second one is, that the icicle doesnt touch the floor where it is wet.
Also don't know how the sideway icicle got there. Maybe it was attached to the tire.

To me it looks like there are two possibilities:
The picture was taken as the icicle was falling
The icicle got so long that it touched the ground and froze to it. Then the car moved.
