Legacy
Heavy regulations failed to promote good behavior in the existing mobility scene. Centralized mobility services were negligent towards motivating positive interaction among their players because the highest returns were given to stakeholders and company owners. These services stayed discrete and kept data separately, failing to address bigger problems in the mobility world.
