This is true. There is a definite connection between cultural turmoil and the amount of dissonance/loudness present. Every style of music, whether understood or not, exists for environmental reasons.
A friend of mine attended an Insane Clown Posse concert and wrote a beautiful and cheeky article about it in a local publication (he was the head editor at the time). It's a sobering look at a group of people that consume offensive music because it brings them together as a family.

Rock & Roll is an attitude! There have always been mavericks breaking rules. Difficult to believe, but Beethoven was the R&R of his time, pissing off old people and slowly destroying a lot of principles that classical Viennese music lovers held as unbendable.
