SBD/Steem allows us to transfer directly to other Steemians so it is a convenient way to send something to depressed areas. After a few days when the payout on the "Old Horse" post is at it's highest I make the transfer to someone I picked in Venezuela who can then convert it to whatever currency is useful locally. Sometimes when the pay out is low, I transfer face value in SBD (which is more than actual pay out), and when the pay out is higher I see where it's at when it's about 3 days old (still more than actual pay out).
As to how you would pick someone to send SBD to: You pick one you like. It's not possible to research an individual in depth, so I picked someone who seemed to mind their own business and I have to trust them to use the SBD to best effect as they see fit. With the average Venezuelan making about $7/month it's not hard to figure out that most of them are hungry. We can't reach the poorest folks anyway, as they would not have a computer to begin with, and trust that those that do have one, will help out the folks around them.
This is basically all we can do as individuals with limited resources ourselves. I have no illusions about ending hunger in Venezuela, or anywhere else for that matter. You can see in my wallet that I made 2 transfers to magdasierra for the 3 previous Old Horse posts before I received the actual pay out. The payout on the first 2 were so low, I combined them as 1 transfer at face value.
