I believe it's an error to consider government anything other than a gang, and murders committed by that gang any less criminal than any other gang murder. That government is an exceedingly powerful gang does not make it less criminal, and that we depend on courts that gang provides only worsens the effects of that innate criminality.
Indeed, my research into Roy Cohn has revealed that what most folks separate into different categories of murderous abuse, between gangs like the Mafia et al, and government, are artificial. The both are essentially one and the same thing.
