You seem to have overlooked/missed the most important part: "Federal civilian employees"

Since the vast majority of such people are "employed" in bureaus and departments that have absolutely no constitutional validity, they are "illegal" workers :-)

Any powers not specifically given in the Constitution to the Federal government are retained by the States or by the people. Do not forget that!
