It could @mibangs. If you did make it, I would give more customizability instead of all your followers. Here's the problem. The more you upvote, the more SP you use up... So unless you have all of the SP in the world this could really hurt you. I would suggest something such as picking a random user from your followers and upvoting their latest post on a daily basis or something such as that... rather than upvoting every post by every user.
It can be done but should you. Others have highlighted the SP cost but there is also the fact that voting/commenting is about curation. The idea is you vote articles that add worth to the community not a blind upvote anything people post.
