I rarely have this problem.
But there several solutions for this problem.

• you can use an auto vote service in which you can set up which blog tou want to upvote combined with a specific uovpte percentage. I believe that steemvoter and autosteem are the most common ones. In the last you can also set up a max number of votes per 24 hour for a specific blog! I am using neither of these services.
• vote selling. This is something I do via smartsteem. Here you can configure how many votes per day you are willing to sell and to what kind of blogs. You can read more about it here:

• last option is time depending and try to do some manual upvoting!
