The correct answer is neither. The only role of the government is to protect our freedom and that includes protecting our property (private and collective) from intruders, invaders and progressives. If that is helped by a wall then good. We as a nation pay for the development of the infrastructure and we pay for the services and because we own them together we can restrict their use to whomever we choose.
