You take the first number in each row, starting from the left and multiply that number by 4. This new value then gets placed into the cell to the right of it. Then you take that cell value and subtract 4, which leaves you with a new value that gets placed in the right most cell.
Example:
Top left cell = 3
Middle Cell = 3 x 4 = 12
Right Cell = 12 - 4 = 8

What is a bounty exactly?
A bounty is money sent to a post to be distributed to the users commenting on it. It provides a way to reward users directly and works in addition to the steem/sbd they receive from the blockchain. It works independently of SteemPower.

the substract 4 from the middle and you get the last number on the right.
Example with top row
3*4= 12
12-4=8
Now with bottom one
5*4=20
20-4=16
Therefore the answer is 16

Multiply the first number in a row by 4 and then substract 4 from the result. ex. 5 x 4=20, 20-4 =16.
