You mean if someone is not certified, he will not be curated ?
He will. But those limited stake like on other platforms like pal, Leo etc where power is small will be primarily for certified uloggers. Marlians, steem ofcourse is for everyone. Even as such, there will be cases where anyone gets curate even with those other stake but primarily certified especially where the stake for that other platform is limited
