This step can absolutely be skipped especially if you'll be going for a full coverage foundation.

TIP #5 MINIMAL FOUNDATION APPLICATION - For a flawless and long-lasting makeup you always want to go for a long wearing and full coverage foundation. One important thing to avoid is applying too much foundation. This is why you should go for a full coverage foundation so that you don't have to apply tons of layers of your light coverage foundation to get your desired coverage

TIP #6 SET IT - After you have applied all these creme to your face, you always want to apply a light layer of powder to set your face, otherwise, you might just have your makeup melting off of your face on the middle of the day.

TIP #7 LOCK IT - After you're done with your entire makeup which includes your eyes, highlight and contour and everything else, you want to lock it all a setting spray. This helps bring everything together and take away the powdery look. You can go for a dewy or matte spray depending on your skin type.
