It seems obvious that mercenary bid bots run steem. Don't like it? Have the developers change the rules. Theres nothing against steemit rules to use bid bots.
What clause makes clear that 17.1.3 only applies to Steemit.com and not to Steem? The services and data on Steemit.com are dependent on Steem. Steemit Inc. are the creators of Steem aren't they? The license for Steem makes clear that Steemit Inc. own the copyright for Steem and thus it is debatable as to whether Steem is a service of Steemit Inc. or not.
I'd say this comes down to the finer points of contract law more than it does an issue of technicality of the kind that all witnesses are required to be qualified to understand.
We are changing some things around, But the market will balance itself out. If they feel it does not deserve such a high reward it will be flagged that is the only way to fix this issue at the moment.
Your stake is being used without regard for content, I believe this goes against the ethos of Steem and create a toxic culture.
I get what you're saying and agree with you. I've been disheartened by all the vote buying bots that came out ever since randowhale. And nobody would voice their opinions due to the retaliation they would likely face for doing so... It seems like the network is not becoming more decentralized because instead of focusing on increasing the value of the network by rewarding user interactivity and engagement the large stake holders are just focused on increasing their stake.
I think the ethos of steem is almost forgotten the more this is accepted by the community.

Monopolize meaning dominate the market by bidding excessively more than everybody else. It can be done by anybody, as it's a bidding market, but if done by the person selling the bids through a "sock-puppet" account it would cost a lot less, since they are already being paid by all the other bids.

The Terms of Service for Steemit expressly forbids the use of bots - but no-one takes any notice.

Ridiculous. @bellyrub should retract their vote and refund the SBD, or even not refund it. We need to make it clear that this is not permitted here.
We will be implementing a fix for this type of abuse with @bellyrub, by ether cutting the vote percentage or implementing a max bid amount.
Abuse like this is not good for the platform, we see that and will act on it.
