you and @koh need to start making posts on my website http://localaltcoins.co which just takes you to steemit.com/trending/localaltcoins just make ad listing posts with the tag #localaltcoins and the city in the tag and we will organzie them all later with comunities and we will allow people to BUy from thsoe ads, they send the steme or SBD or Bitcoin or request for bitcoin to the post i a comment and make the trade using whatever fiat system like square cash venmo paypal whatever, and we are better off using prepaid debit cards and gift card apps,
we WILl find a simepl way to allow people in every big city to cash out steem for cash and cash for steem like my Blocktrades mockup
