Counterproductive?
1 in 3 young adults live with their parents. Is that a good or bad thing? In Asia, that trend can be even higher than it has been in America or at least it has been but even that has been changing more so after the 1990's it would seem. When parents allow their children to stay or to return home, is that helping or hurting?
Gradually?
Is it a form of welfare that can be counterproductive or is it better to let kids stay home for as long as possible? Each person, each child, is different, so you should take it at a case by case basis. Generally, as parents, you should treat your kids as grownups when they're grownups. You probably should give them the rules as they grow up, gradually, and when the time comes, charge your kids some rent that can either be payable financially, via money, cash, cryptocurrencies, or compensated by labor, work, services, chores, duties.
Teach them how to fish.

That depends on each culture
1980's & 2010's United
First, we can look at that, study that, the culture, the history, how things have been. However, on the other hand, we can also ask questions about whether or not it is better to become helicopter parents as some parents did in America in the 1980's for example similar to how many parents have been in the 2010's in Vietnam. Two cultures share the same kind of pattern.
Trends Beyond Cultures
When you study history and culture, you will find that it does not really depend on culture in some ways as certain things are seen in many cultures around the world at different times at different levels in different ways and sometimes in the same ways and you can find exceptions and generalities to all of these things. I believe in reducing all kinds of welfare, be it federal or even parental, as much as possible. I believe in encouraging independence.

Its on the culture for sure, but I would say keep kids with parents until they are fully prepared and groomed to face the world and then its on kids to chose what they want from life
