My mother's side of the family is Romanian and there have been times visiting the country we have seen things like this... Unfortunately we have also come by kids with oddly twisted limbs begging for money, often under the age of 10. Which begs the question of what really happened to them?
By no means putting Romania down either because this kind of scam isn't just there. It's all over the world. Romania is such a beautiful place with too many kind people living there donating money to these scams :(
