Russia thank you for helping Philippines! WOW!

I'm so grateful several countries have come to help our country. There is so much poverty and the country has been neglected for so long for the economy the Filipino's are happy Russia is also coming to help donate. When I came to Iligan City in year 2012, about 30 mins from Marawi for a humanitarian volunteer work visit. I was riding in a WW2 army vehicle. The army captain was kind to escort me with soldiers in all the shelters and I asked the the soldiers what do they need. Felt so pitiful how poor the military is no funds to even wear good uniforms. I could only think OMG, Philippines needs upgrades. :-O
