Should wealthy countries help Poorer countries in the world

Poverty is one of the biggest issues that is facing underdeveloped countries currently, and causes lots of problems that could be seen clearly. Citizens of these counties are fighting day and night in order to provide themselves with only the main needs of their day to day life. Are wealthy countries responsible to help people in need in other countries?
Do they have to share their wealth with poorer countries?

Every country in the world is independent and should be able to provide their citizens with all their requirements. Governments here are the first and all responsible about the situation their citizens living, so they must be able to give their citizens Health, Safety and free education and create jobs for them in order to maintain their dignity.

Wealthy countries in the world are not responsible over any situation that a poorer country facing such as: food supply, Health problems and education issues. wealthy countries are responsible only about their citizens and have no accountability in relation to poorer countries. if a wealthy country decides to help a poor country either with Food, medication or Education...then It is only some kind of charity and should not be a responsibility by any mean.

Poorer countries in the world are facing huge problems related to poverty, Governments here are the main responsible about the situation their citizens living, if a government fails to establish a good life for citizens then It is the only responsible about it and should look for a solution or else leave the government for someone who is able to change the situation.

Finally, Governments are directly linked to anything happening in their societies whether good or bad. If a government have the well to change the situation then it will change it and If not, the only solution here is to change the government itself and elect someone who has the ability to change the situation according to the law.

This is only my opinion and yours is much respected.
This was a task for my little brother in his 3rd year in High School.

I tried to write it for him in a simple way so the teacher could not discover that he cheated lool.
anyway It still contains my opinion and for sure. I am this kind of person who hates the name Government wherever I see it.
