Anything that removes land from the federal clutches is positive!
They can only legally control the District of Columbia, and are Constitutionally barred from Any other land control.
Yet these Evil tyrants are controlling a significant area of the country!!!!
We serve the homeless here for the last decade, and this would work well for some, but some would run from the structure. But a lot are just good people caught in a bad spot!

No doubt there would still be drifters who want to be nomadic. I see them on the side of the highway and know who they are. My point is that there would be practically no fiscal barriers to having a home for working age adults.
A lot of the people we feed have zero trust in the government. If they offered a free house, many would refuse; due to fear what would be the next step if they accepted.
We have the ability, but not the trust!
I came up with a design for a solution to a problem DARPA has been working on for over a decade. It is elegant, but I realized that I don't trust them, to not use it on US citizens. So the design remains in my head only....
