To learn a language, you need to put a lot of work into action. It isn't enough to study the grammer, but you also need to learn words, and to practice the pronounciation, and then to speak... and all in all, it is a large process you need to go through to actually master a language.

That is why there are lots of useful mobile applications... they will not give it to you all, but some are ideal for learning words, some teach you grammar, while others helps you create sentences... the biggest lack is probably an application that also turns into a conversation partner, but with AI here, I am convinced that we will see an incredible amount of such programs coming up in the coming months and years.
