This paper is to analyze North Korea's military threats and ROK's military readiness posture. To this end, the paper is composed of 5 chapters titled introduction, North Korea's military strategy/military command structure/ military capabilities, the ROK's military strategy/military organization and forces, the ROK's military readiness posture and future tasks, and conclusion. North Korea’s military have pursued national unification by use of armed forces as their top policy priority since North and South division. North Korea has focused its energy on consolidating its monolithic rule and stabilizing its regime since Kim Jong-un took over. It has constantly used provocation-dialogue tactics in order to take the initiative in inter-Korean relations and escape from international sanctions and isolation. North Korea continues to pose a serious threat to the ROK and the international community by developing WMD such as nuclear weapons and ballistic missiles, reinforcing its conventional forces, conducting armed provocations in enemy contact areas, and continuously carrying out provocations such as cyber-attacks and infiltration of small UAVs. ROK's military readiness posture against North Korea's military threats is summerized as follows: ①Developing early warning and crisis management systems, ②Maintaining a readiness posture against infiltration and local provocations, ③Establishing a readiness posture against aggression, ④Establishing a rapid response mobilization posture. ‘Robust Defense Posture’is one of tenets of national defense policy of our governments. The ROK military is maximizing current forces efficiency and possessing forces capable of responding to all forms of provocations through a prioritized refinement of forces’vulnerable points. The ROK military should maintains an immediate and firm response posture against North Korea’s diverse and multifaceted provocations. It also should maintains a military readiness posture by developing wartime plans in preparation against North Korean aggression provocations and maximizing its combined and joint operation execution capability. “Security is like oxygen” and “costs for national defense are like insurance payments,”they say. National security can be likened to “the roots of a tree and the frame of a human body.”A nation’s security should be enhanced in proportion to its power and external threats.

본 논문은 북한의 군사위협과 한국의 군사대비태세를 분석하기 위한 것이다. 이를 위해 북한의 군사전략과 지휘구조 및 군사능력, 한국의 군사전략과 군사조직 및 보유전력, 그리고 한국의 군사대비태세와 향후과제를 살펴본 후 결론을 도출해본 것이다. 남북한 분단이래 북한은 ‘무력통일노선’을 제일의 가치로 삼아왔다. 북한은 김정은의 권력 승계이후 유일지배체제를 공고히 함은 물론 체제안정에 주력하고 있다. 남북관계의 주도권 을 확보하고 국제사회의 제재와 고립으로부터 탈피하기 위해 화전양면전술을 지속적으로 구 사하고 있다. 핵과 탄도미사일을 비롯한 대량살상무기의 개발, 재래식 전력의 증강, 접적지 역 무력도발, 사이버 공격과 소형무인기 침투 등 지속적인 도발을 통해 우리와 국제사회를 심각하게 위협하고 있다. 이러한 북한의 군사적 위협에 대한 우리의 군사대비태세는 ①조기 경보 및 위기관리체제 발전, ②침투 및 국지도발 대비태세 유지·강화, ③전면전 대비태세 유 지·강화, ④즉응 동원태세 확립으로 요약해 볼 수 있다. ‘확고한 국방태세의 확립’은 우리 정부의 주요국방정책기조 중의 하나이다. ‘확고한 군사대 비태세의 확립’을 위해서는 취약한 전력분야를 우선적으로 보강함으로써 현존전력의 효율성을 극대화하는 동시에 어떠한 도발에도 대응할 수 있는 전력확보가 지속적으로 요구된다. 신속성과 통합성이 요구되는 현대전의 특징을 고려할 때 연합·합동작전의 중요성은 더욱 커 지고 있다. 우리 군은 북한의 다양하고 복합적인 도발에 대비하여 즉각적이고 단호한 응징 태세를 유지해 나가고, 북한의 전면전 도발에 대비하여 전시계획을 발전시키고 연합·합동작 전 수행능력을 극대화하는 등 군사대비태세도 유지해 나가야 할 것이다. “국가안보는 산소와 같다. 국방비는 보험과 같다.”라는 말이 있다. 우리 인간은 산소 없이 살 수 없으며, 보험에 들지 않으면 사고나 위협에 직면했을 때 보상을 받을 수 없는 까닭이 다. 또한 국가안보는 나무에 있어서 뿌리와도 같고 인체에 있어서 골격과도 같다고 볼 수 있다. 국가발전과 외부의 안보위협에 비례하여 안보력이 더욱 커져야 함은 지극히 당연한 귀결이다.
