New drone regulation in Italy and Europe - Nuova regolamentazione sui droni in Italia e in Europa [EN] - [ITA]

| The "droning" world is constantly changing and in these latest few years this change is going faster than ever. Almost all Countries in the World adopted rules and regulations for the use of civil drones: now we have a very strange situation of very different laws sometimes in force in the same State. This is the case of Italy where everybody can fly a drone (even if with some restrictions) if they do that for sport or fun but, if the same person would operate the same drone for professional purposes, things start to be a little more difficult: a formal aviation training in a center approved by the Aeronautical Authority is needed in the last case. In the last part of May 2019 the Italian Authorities (ENAC) relaxed some restriction for the use of professional civi drones near aerodromes and heliports: this is another simplifying action and many other surely will follow. This simplifying appears to fulfill the requirements of the new European regulation UAS.SPEC.020 (b) ii - the European Commission Annex to the Commission Implementing Regulation on rules and procedures for the operation of unmanned aircraft. SPEC Stands for "specific". This document is a big "déjà-vu" for older Italian operators because it is very similar to the Italian regulation in force between years 2014-2015. Quasi tutti i Paesi nel mondo hanno adottato delle regolamentazioni per l'utilizzo dei droni civili e adesso siamo in una strana situazione per la quale in Stati differenti esistono molteplici condizioni legali, spesso addirittura vigenti nella stessa nazione. Questo è il caso dell'Italia dove quasi chiunque può operare (con minime restrizioni) un drone per attività ricreazionale o sportiva ma, nel caso in cui la stessa persona volesse operare lo stesso drone a scopi professionali, è attualmente necessaria un'istruzione aeronautica formale in un Centro approvato dall'Autorità. Alla fine del maggio 2019 l'Autorità Italiana (ENAC) ha semplificato le norme per poter volare vicino agli aeroporti, agli eliporti e alle avio-idro-elisuperfici: questa è un'ulteriore azione importante in accordo con quanto previsto dall' Annesso della Commissione Europea sull'implementazione delle norme regolatorie per gli aeromobili a pilotaggio remoto (c.d. "droni") che al punto UAS.SPEC.020 (b) ii parla proprio di queste operazioni "specifico-specializzate". Questo documento è un magnifico "déjà-vu" per i "vecchi" operatori Italiani in quanto molto affine alla vecchia regolamentazione nazionale in vigore tra il 2014 e il 2015.
